HEALTH & SAFETY PROGRAM

A Health and Safety Program (HASP) is an important and critical means of eliminating
or controlling environmental hazards and risks associated with thermal and environmental
remediation projects. Personnel are protected through careful planning, hazard recognition
and control, and safety indoctrination training. Rigorous attention is paid to safety
procedures to assure the health and safety of the project site personnel and the public.
An effective HASP is dependent upon the active participation and total cooperation of
management, subcontractors, owners, and employees. The coordination of the efforts of
the project team is a crucial part in managing, executing, and auditing of the Health
& Safety Program.
As an integral part of an effective HASP, a Hazard Communication Program (HAZCOM) must
be maintained. This program is developed to comply with Occupational Safety and Health
Administration (OSHA) Standard 1926.59. The goal of the HAZCOM program is to ensure that
employees are informed of hazardous chemicals and materials present in the work environment.
The program also requires that all subcontractors and those associated with the project,
stay in strict compliance with the HAZCOM program during the execution of the project.
All TRI projects must be executed in compliance with all OSHA standards with special
emphasis on Hazardous Waste Operations and Emergency Response, 29 CFR 1910.120. All
appropriate project staff members must be regularly trained and updated on the latest
health and safety regulations.
QUALITY ASSURANCE / QUALITY CONTROL
(QA/QC) PROGRAM

A detailed, comprehensive QA/QC program is inherently crucial in the remediation industry
and requires development of a thorough QA/QC program that encompasses Total Quality
Management and Project QA/QC procedures.
Total Quality Management Program

The Total Quality Management (TQM) philosophy is a corporate-wide discipline designed to
create a work environment, standards, and controls specifically geared toward project
efficiency and problem prevention. A commitment to this philosophy involves top management
and permeates every level of employee operations.
The TQM Program develops methods and systems throughout the organization to promote and
implement continuous improvement of procedures, processes, and services. This program
allows TRI to provide customers with the confidence that it will deliver projects with
the highest quality standards. A Quality Manual provides the basis for the TQM program
and serves as a permanent reference in the implementation and maintenance of the program.
Total Quality Management is a team approach that focuses on providing quality for customers
each time service is provided.
Project QA/QC Program

The Project QA/QC Program is an integrated management plan for establishing and maintaining
quality service. The QA/QC Program is applicable to every aspect of TRI 's remedial
activities, including but not limited to:
- Project Design
- Project Management
- Sample Collection
- Sample Chain-of-Custody
- Laboratory Audits
- Report Preparation
- Data Reduction, Validation, and Reporting Equipment Calibration
The QA/QC Program is designed to ensure that services offered meet all required standards
of performance, reliability, validity, and quality, while remaining unaffected by cost or
schedule considerations. The QA/QC program guides the management and integration of quality
assurance functions into all project activities. The project QA/QC procedures must meet all
current government, industry, and national standards and specifications, including those
supported by the State and local jurisdictions, and the Federal programs of USEPA, DOD,
OSHA, and DOE.
For every major project executed, a site-specific Quality Assurance Project Plan (QAPP) is
designed to address specific project and customer quality assurance and control requirements.
This QAPP is consistent with the overall QA/QC program and is tailored to reflect the scope
of the project activities. All subcontractors and consultants retained for a specific
project must meet the minimum requirements of the project QAPP.
REGULATORY COMPLIANCE PROGRAM

Because of constantly changing regulatory standards, maintaining compliance with environmental
regulations is essential to successful project performance. TRI maintains environmental
compliance because it is crucial to customers and to business operations. A Regulatory
Compliance Program (RCP) must be implemented to fulfill this requirement. The RCP provides
support to business operations and assures compliance during remedial project execution.
The latest State and Federal environmental laws and regulations are distributed to project
managers, safety officers, estimators, and executives who need the information to effectively
manage their respective operations. The efficient distribution and interpretation of the
latest regulatory information is the key to a successful regulatory compliance record.
In addition to TRI's internal regulatory compliance system, a third party periodic regulatory
audit of all project operations is maintained. This third party auditing system provides an
objective review of all regulatory aspects of the corporation's operating procedures and a
method to identify future regulatory issues that may impact the company's projects.
